I have an HTC Inspire so I found this article was a pretty good read.

Basicly, HTC is coming out with it's own SDK called OpenSense SDK. This will allow developers to interact with the HTC Sence UI. For those who don't know, HTC Sence is the skin that replaces the stock Android UI on HTC phones. Also in this article are quotes from Motorola's CEO blaming it's battery issues on Android Developers.

It appears as HTC and Motorola have different takes on the developer community. HTC seems to welcome developers to create more apps while Motorola appears to shun it.

Some discussion topics:
Do you think this is good for HTC?
Is it bad for the Android OS as a whole?
Will this have any affect on you purchasing an HTC or Motorola?
Its useless, why do not just work with the android SDK to get your app out to the most?
True, if you were selling a product then I'd think you would want to reach a wider market.

I dont see any reason to use it if you do not get paid by HTC which you dont!.. Free apps often use ad's to get some kind of profit, larger market more $$ :)
I think it will have a great effect on Android as HTC is one of it's biggest supporters
EDIT: 200 posts :D

I think you misread what I posted. I meant it would seem more logical to reach a larger market (the android market) than to make it selective to only the HTC users in the market.
