Hello.
Why the site is different in Win7 and Win XP will be normal?

You might try clearing your cache. Also, make sure you don't have compatibility mode on.

I use IE 9 lots of times here when I have to view other pages dealing with my MVP (they build their webpages to suit IE web browser), and no problems for me, this is an issue with your connection not loading all the items and timing out before all objects are placed on the page, or something with your cache.

On the computer that has the XP operating system with IE8 installed, this error shows.

Hahah, the one error people were talking about. Morpheus, this is an error with MyBB and IE though, so nothing we can do about that. It's a known issue, I would advise using another web browser, like Opera/Chrome/Firefox :)
